It can be used on the waterline. Opthamalogically tested the pencil's soft formula is suitable for sensitive eyes and contact lens wearers. Apply Phyto-Khol Perfect to the eyelid as close to the lash line as possible to accentuate the shape of the eye and intensify the look or blend it into the eyelid using the sponge-tip.
